Bowman Consulting worked closely with Loudoun County Public Schools (LCPS) to meet their deadline for opening in September 2010.   After evaluating both planning and zoning requirements for the proposed use, Bowman Consulting obtained confirmation for compliance with commission permit requirements, then prepared documents for the transfer of the property from Loudoun County to the Town of Leesburg through annexation.  To accomplish the annexation, Bowman Consulting assisted LCPS by preparing presentation materials for meetings with County Board of Supervisors, the Town Council staff and various interests groups.  These meeting addressed potential issues associated with the environment, transportation, and stormwater runoff.  Final site plans and early grading plans were approved for construction which included water quality remediation, stream and riparian vegetative restoration; as well as minimizing wetland impacts during construction.

PowerPoint presentations and exhibits were prepared for meeting which explained existing environmental conditions, data collected, and the proposed methodology for water quality remediation, and pre-treatments of stormwater runoff prior to entering the existing stream.  Methodology included exhibits showing multiple treatment of water runoff using the “Treatment Train” approach, and the planting of a 300’ wide riparian buffer.

In collaboration with LCPS, the graphic skills of Bowman Graphic Studios’ communicated the intent of the project, which garnered early support from County Supervisors, Town Council Members, Town Staff, Trout Unlimited, Army Corps of Engineers and Virginia Department of Game and Inland Fisheries for the project.
